This is Soundowns EcoDamp which is a self-adhesive, constrained-layer damper to reduce noise and vibration on light structure and panels. EcoDamp is also used as an acoustic barrier to stop noise leakage from pipe or cable penetration points, it is highly flexible and easily formed for creating seals. They are pressure sensitive and have excellent adhesion to sheet metal, plastic, steel, aluminum, GRP, FRP, and Polyprelene.
